If you are an independent Android developer, you have likely heard of the most impactful Google Play Console update in recent years. Since November 2023, Google has imposed a new barrier for those wishing to publish apps on personal developer accounts.
What is the 12 testers rule?
Previously, you could simply upload your APK or AAB and publish to the store after a brief review. Now, for recently created personal accounts, Google requires you to go through a Closed Testing phase.
- 12 active testers: You need to recruit 12 people (with real emails) to participate in your test.
- 14 continuous days: These testers must have the app installed and participate in the testing program for two consecutive weeks.
